To be on the hook for attempted murder, a person has to have the specific intent to murder and have taken a direct step towards the killing. So, What did secret service see? Did they see him point the weapon in Trump's direction? Is there any evidence of his intent to actually shoot at Trump? I think most of these details aren't yet in the public domain so it's difficult to judge.
I would say it depends. If they have additional evidence like some manifesto indicating his intent to go there, wait for Trump, and shoot him, then it's a pretty solid case for attempted murder. Or, maybe the guy has some plausible excuse for being there with a gun, but that seems unlikely based on what we know. A more realistic defense might be that this guy did intend to do something terrible but had a change of heart and decided not to go through with it at the last minute. All of this turns on details that we don't really know.

I believe any change of heart may be connected to a bullet being fired in his direction.
